Surpluses, reserves and debt

When the RM has an operating surplus or significant reserve funds, how should Council balance saving for future infrastructure, paying down debt, funding current projects and limiting future tax increases?

I believe in common-sense financial management. The municipality needs adequate reserves to operate responsibly and prepare for unexpected expenses. But building large reserves simply for the sake of having money in the bank doesn't benefit residents. I've always believed in paying down debt whenever it makes financial sense. At the same time, every financial decision should be evaluated carefully. If investments are earning more than borrowing costs, we need to look at the full picture and make smart financial choices. One of the biggest reasons people choose West St. Paul is because of our low taxes. Protecting that advantage will always be one of my priorities.

A surplus should be managed carefully because it is taxpayer's money. I believe council should maintain reasonable reserves for emergencies and future infrastructure needs while also addressing existing problems. Where funds are available, priority should be given to necessary infrastructure improvements and reducing debt when financially beneficial. I would not support accumulating excessive reserves without a clear purpose, nor spending reserves simply to avoid a tax increase for one year. Every reserve should have a defined purpose, and residents should know why money is being saved or spent. The goal is financial stability, responsible investment and predictable taxes.

I believe surplus and reserve funds must be managed responsibly and transparently because this is residents' money. Council should clearly explain how much money is available, where it is being held, and how it is being used. I would prioritize critical infrastructure, maintain appropriate reserves, and reduce debt where it makes financial sense. Any major use of surplus funds should have a clear purpose, public accountability, and a measurable benefit for residents.
